No smudging; I hit it with low opacity airbrush on top of the bg layers. Also, the building forms are on separate layers so I can adjust the levels individually and give it that atmospheric perspective effect. The buidlings were done with a few custom brush shapes, which I then skewed with the transform tool to simulate perspective. Really quick and dirty.

Looks good. Do you smudge the bg or do you intentionally paint it to get that effect?
Did you also use photos for the superstructures behind the heroine?
